To speed up the clean up so they can go home from shelters

If we make Executives of Tokyo Electric Company to live in the evacuation shelters for Fukushima Daiichi Nuclear Power Plant, would the process of returning home go quicker?

The president and other Tokyo Electric Company's management went to visit the shelters and did "Dogesa" (get down on the floor and apologize by bawing heads to the floor) to the evacuees.  But this may work better.
